Christopher Mills

Christopher Mills is Managing Director of Core Measures. He is British but has worked and lived in Asia for over 30 years. Chris is at the cutting edge of research and design in strategic HR development.


He has worked with over 100 organisations in 17 countries and audited, designed, and facilitated over 70 performance management/competency development related projects. Some of his previous clients include The Government of Brunei, The Telecommunication Authority of Oman, the Singapore Sports Council, GIC, NTUC, MTU Asia, ExxonMobil and Johnson & Johnson. He has also consulted with Resorts World, Singapore Airlines, Malaysia Airlines, TEDA-Tianjin, GlaxoWellcome and Robert Bosch.


Chris has written three books on performance management and over a dozen articles. His latest publication out in 2011 is ‘Performance Management, ‘A Practical Guide’


Chris studied at the Universities of Leeds and Southampton where he specialised in English and Psychology. He received his first Masters degree from the University of Wales. He also holds an MA in Human Resources from George Washington University. He has an Advanced Postgraduate Diploma in Management Consultancy from Henley Management College in the UK. Under Spring Singapore’s Business Excellence framework he is listed as a qualified Practicing Management Consultant. His Doctorate in Business Administration research focused on Performance Management.



Margaret, Zhang Jun

Margaret, Zhang Jun is Managing Director of Core Measures in China. She is a Chinese HR professional with some fifteen years experience in Human Resource Management, gained from senior positions with American and European companies.


Her expertise spans HR strategies, policies & procedures formulation and HR practices; including recruitment & selection, performance management, compensation and benefits, organisational development, staff training & development, crisis management and change management. In addition, she has a good knowledge of Chinese labour laws and regulations.



She is well appreciated for her strong leadership, aptitude and coordinating ability. Effectively bi-lingual, Margaret’s excellent interpersonal skills have built countless successful working relationships in cross-cultural environments.


Margaret received her Master’s degree from Tianjin Normal University, majoring in Political Science and Law. She was awarded a Bachelor of Arts from Changchun Normal University where she majored in English Language & Literature. She is a member of the Hong Kong Institute of Human Resource Management, as well as the China Interest Group team.


Alison Haill

Alison is a Director of Core Measures in the UK. Alison helps international companies to get better results.


She is a communication specialist with 30 years working in business consulting with international managers and leaders spanning 4 continents: South America, Africa, Europe and Asia. She has worked as an expatriate for more than 12 years, including 2-year assignments in Brazil, Egypt, Slovenia and Croatia, and 6 years in Singapore.


Author of the ‘S Factor’ a coaching handbook Alison has a Masters degree in Hispanic Studies from the University of St Andrews, a Masters degree in Applied English Linguistics from The University of Birmingham and a post-graduate teaching qualification from the University of London.


Alison also has three professional coaching qualifications including an Advanced Diploma in Coaching. She is a member of the UK’s Association for Coaching (AC), the International Coaching Federation (ICF), the Society for Intercultural Education Training and Research (SIETAR UK), and the Chartered Institute of Personnel Development (CIPD)
